[XtalOpt-devel] Xtalopt + windows + gulp

Hi Guilhem,

No problem -- The windows version of the code is very new, and I
appreciate your feedback.

I tracked down and fixed the problem with the windows random number
generator this morning. A new version (ver. r3) of the installer is on
the site now,
